Indeed, You can get the same effect just using a lens. The type of lens best suited for creating this effect is a "push and pull" lens. It are zoom lenses where you you have to push or pull in order to zoom. First you focus on the object, you push or pull (always zooming out and don't you too high shutterspeeds) and then you hit the shutterbutton. The strength of the effect depends on your shutterspeed and on your "pull or push" velocity.
It's a cool effect, but there is probably a tool in PS that creats the same effect.
