Whoa, I'm just working on the article here! In any case, it's more likely they're renting the shop. There's no mention of owing rent or owing taxes. VW Credit provided the money to buy the cars in the first place, i.e. the genesis of the dealership, which is why they would appear to be first in line, with the bank next, it seems.
