Well we don't know how complicated B Spec mode is.
For example, the drivers experience could depend on what type of tracks it drives, what type (power/drivetrain/age/etc), what position it finishes, how long its raced for, how much it wins by, how much time its raced with a particular car etc etc.
Or it could just depend on how many B spec points you have (which depends on races won basically), which going by the results doesen't seem to be the case.
I'm sure all car-AI pairs were "finished" as you can get much faster times by changing the set up of the car - no matter which car. My experience is that it responds better to a more neutral handling car - eg minimum under/oversteer.
Traction control seems to play a major part too - eg on a high powered car, 4,5 or 6 seems to be the optimum setting for minime.
For a lower powered car it seems, 1 or 2 is much faster.
Would be interesting to here from Sony what factors effect B Spec as some areas as you say seem fairly random. There could be flaws or it may just be a fairly complicated system that has many factors introduced.
