They're probably just using it for publicity to attract buyers to arrange private deals. I know that some savvy buyers at companies do check things like ebay even for zany stuff like this. Not knowing much about fiber optic, it's hard to tell if it's only useful for a telecom or could also be used to wire networks etc.
