That happened here a year or two ago. They found one lake that had a whole bunch of frogs with extra limbs or heads.
They determined there was somethign in the lake that was entering the eggs causing it to block growth. They even figured out how to do it themselves. They just stuck a small bead in the developing tadpole, the tadpole grew with the bead in it. Once the tadpole was starting to develope into a frog, the bead would block the growth of the legs. So the legs split into two to go around the bead.
Either way, it's pretty crazy, but nothing astonishing. It can happen to anything. Even people. Don't be surprised if they find more in that area.

its just a mutation at the embryonic stage- similar to siamese twins... could be due to outside stimulus as 666 mentioned or a genetic anomaly
