The reason why the title says "US production" is because the US cars will be assembled (guess where) in the US by Evolution Motorsports. It will probably be registered as a kit car for many compelling reasons as explained by RC some time ago.

I know of 2 people that want Koeniggsegggsgsiggsgs and Paganini's in their garages - but refuse to buy and pay again to federalise the cars...

There's no point in federalizing a car when you're trying to sell 10 a year.
