My mistake... The CPCC held all levy proceeds in trust and will be returning them to the manufacturers. Apple's refunding is probably for good PR. They could keep it for themselves but good PR is priceless especially with the blah blah blah crowd.
What I'm wondering is will other companies like Creative/Dell do the same.
