Not at all. The most important thing is obviously being familiar with the program you are using and also having good reference material (you will hear a lot and learn about the importance of "reference material" when dealing with digital and physical 3D). Now obviously some will have a knack for doing this type of stuff and some simply won't pick it up no matter how hard they try, but being a good pencil/pen artist is not at all necessary (it doesn't hurt though).
