I don't recall actually arguing that it wasn't the passing driver's responsibility.

You seem to be obsessed with "blocking" as if every car in fron of another is only there to block the others progress.

There is a reason you dont race with your eyes on the rear view mirror - passing car is responsible for making the pass.

This has been the case on every track I have been on, whether on a motorcycle or in a car.
