I'd class it as a pocket bike.
A mini bike isn't much bigger, but really a bike designed specifically for kids like the PW50/XR50 kind of thing, IMO.

I was just watching a peice on these things on Discovery chanel. I sure wouldnt mind having one if they cost no more the 600$.

i got mine for 370
smaller than corpse_grinder0's bike.. no light and stuff
pretty fast.. 50km+ for sure

Be aware that without decent knee and elbow protection I have seen a couple guys locally jump on a pocket bike in the parking lot at the bike store... and wipeout and be laughing and crying at the saame time
It turns out that the human knees and elbows are not designed to be shaved by asphalt - even at 10mph ehehehe
But they are wicked fun. Especially if you can get a couple buddies, some traffic cones and a race going .

Thats exactly what I had in mind. There is a massive massive massive parking lot here in the neighbourhood and its always empty after 7pm, I can just imagine the things we can do.
BTW How strong are these things? Can they take abuse?

Well - as with anything, you get waht you pay for. There are some really cheap pocket bikes showing up, and my buddy got one for his kid - and him and I trashed it in about 30 minutes ops:
The forks literally folded in half at the bottom triple clamp after one too many hits on going down the driveway curb.
But we didn't really pay attention to try not to hurt it.
Do yourself a favour and go visit a couple dealers/flea markets and get an idea of the quality and types out there.
They even have them at pepboys now.
