That wouldn't cause his lights to stay on as a fuse is merely a circuit breaker set inline in the circuit.

The most probable cause is the relay being fused closed, a short circuit (which would cause the new fuse to blow immediately) or a bad ground point.
The fuse was right, and i all sorts of searched for the relay but couldnt find the damn thing. Cars were so much better before computers.
what kind of car do you have gigdy? i don't thonk your lights are being controled by a computer.
