it's actually that we aren't in Iraq, and those billions went into the tech exchange between the aliens and humans on the moon.... a rival group of aliens targeted the Space Shuttle Culumbia on re-entry back in 2004. Subsequent space flights have been more secretive, with armed defences against future attacks!
